A price for a tattoo is a price for time, and time depends on the size, where it goes on the body, how much detail survives at that size, and how many passes the skin needs. Two people asking for a portrait can be a day apart in work.
Anyone who quotes a large realistic piece from one sentence is either guessing high to protect themselves or low to get you to sit down. Both end badly.
Send the subject, the placement, roughly the size and your reference photo, and you get a real answer: how many sessions it needs and what it will take. That is a number you can plan around, unlike a per hour rate with no hours attached to it.
